Review Test Mode lets a manager send an approved template to a Meta-verified test recipient. It does not require a customer contact record.

Existing rewards customers were imported with WhatsApp opt-in OFF by default.
Only turn WhatsApp opt-in on when you have a valid record of the customer's consent.
